Beijing stops launching new sharing bikes and to issue guidance

On September 7, the Beijing Municipal Commission of Transport convened managers of the district management departments and 15 sharing bike companies. After listening to the opinions and advices on sharing bikes’ delivery and management, the commission decided to stop putting new sharing bikes into markets. All the sharing bike companies show their understanding and support for the new decision. It is understood that 11 cities including Shanghai, Guangzhou, Shenzhen, Wuhan have suspended adding new sharing bikes to strengthen control over the total amount and urban order.

Over the past year, Beijing experienced rapid sharing bikes development. According to the latest statistics, the 15 sharing bike companies in Beijing have put 2.35 million bikes on the market, which boosts the green communing and eases traffic congestion. However, there are also exist unordered delivery and parking, especially in some areas like subways, bus stations, important transport hubs, large shopping districts. Excessive bikes and road occupation shadow the urban traffic order, urban landscape and public life. To this end, in accordance with the principle of encouraging healthy development, the commission decided to suspend landing new bikes and renovate the unordered phenomenon.

Next, the commission will take the lead to issue guidance on encouraging healthy development of sharing bikes, and set technical guidelines as well as system technology and service norms on relevant parking areas. Supervision and service platform will be established to improve the customer credit system. Municipal and district governments should control the total amount based on the situation of non-motor vehicle parking management plans and parking order.

The district management departments shall, in accordance with the principle of “location-based supervision”, supervise and manage companies and the parking order. They shall set up clear parking areas, make positive and negative vehicle lists, measure the parking capacity and carry out works like daily supervision, credit evaluation and emergency response according to the parking order.

Enterprises should bear the main responsibility of the vehicle management and operation, and suspend putting more sharing bikes on the market. The recent focus is to renovate the crowded use and parking areas, and optimize the distribution. They should be good dispatchers, regulate the behavior of the customers, and clean up illegal parking vehicles timely to maintain the parking order.

At the same time, for the features of public service and other reasons like safety, parking order, road conditions, and charging facilities, Beijing halts electric bike-sharing service. All districts and relevant management departments shall increase the intensity of law enforcement and punishment to maintain the urban order.
