Baidu Releases “Chaodao Plan” and Advocates Rebuilding Open Internet
At the Baidu Union Summit 2021 on Thursday, Shen Dou, Executive Vice President of Chinese internet technology firm Baidu, said the firm fully supports interconnection and is open to its partners in infrastructure, technical capability and service ecology.
First, Shen spoke about the openness and empowerment of infrastructure. Mini programs now serve as essential infrastructure on all major digital platforms, and also as crucial starting points for enterprises to transform to digitalization and intelligence. Baidu‘s smart mini program is open to all since its release, and 84 partners have joined the Smart Mini Program Union. The openness brings convenience to users, and saves massive repeated work for developers.
The second aspect is about the openness and empowerment of technical capabilities. Baidu has always attached importance to the open source and openness of technology. It now provides 335 capabilities to the outside, and Baidu PaddlePaddle is home to over 4.06 million developers from different industries. In addition, Baidu strategically invested in Oschina, the largest open source community in China with 3 million members.
Moreover, Baidu opens and empowers its service ecology to its partners. It has opened series of life service ecology and high-quality content ecology to its partners, such as Baidu Wen Yi Wen, Baidu Ask Doctor and Baidu Health Medical Code.
Also on December 16, Baidu released the “Chaodao Plan”, for profound interconnection with many leading smartphone makers. As of press time, Baidu didn’t disclose details of partnered smartphone brands.

In September, 2021, China’s Ministry of Industry and Information Technology held a meeting to rectify the behavior of shielding external chains and further promote “interconnection.” Since then, Tencent, Alibaba, and other companies all expressed their firm support and promoted the landing of “interconnection” step by step on the premise of taking safety as the bottom line.
