Beijing Announces 2030 New Energy Transformation Plan
On August 18, China’s Ministry of Science and Technology and other eight departments announced the “Implementation Plan of Carbon Peaking and Carbon Neutralization Supported by Science and Technology (2022-2030).”
According to the plan, it is necessary to break through key technologies such as carbon reduction of transportation equipment driven by fossil energy, substitution with non-fossil energy and an energy self-consistent system of transportation infrastructure. It will accelerate the construction of digital transportation infrastructure, promote technologies such as energy efficiency management and synergy of transportation pollution reduction and carbon reduction. The government bodies also will advance traffic control and management, promoting the greening, electrification and intelligence of transportation field.
By 2030, the country will strive to make major breakthroughs in key technologies such as power batteries, drive motors, and vehicle operating systems. The safety level of new energy vehicles will be comprehensively improved, and the average power consumption of new cars of pure electric passenger cars will drop significantly. The energy consumption intensity per unit turnover supported by science and technology and the comprehensive energy consumption intensity of railways will continue to decline.
In terms of new energy power generation, the implementation plan proposes to focus on technologies such as high-efficiency silicon-based photovoltaic cells and high-efficiency stable perovskite cells, as well as the R&D of carbon fiber wind turbine blades, technologies for super-large offshore wind turbines, typhoon-resistant offshore floating wind turbines and floating photovoltaic systems.

The R&D of high-reliability and low-cost solar thermal power generation and cogeneration technology will be promoted, and the key materials and equipment for high-temperature heat absorption, heat transfer and heat storage will see breakthroughs. Multi-purpose small modular reactors and ultra-high temperature gas-cooled reactors with high safety will be promoted. The R&D of geothermal power, ocean energy power and biomass power generation technology will be supported.
In terms of energy storage technology, the government bodies stated that it is necessary to develop highly efficient energy storage technologies, such as compressed air energy storage, flywheel energy storage, liquid and solid lithium-ion battery energy storage, sodium-ion batteries ion battery energy storage, and flow battery energy storage. The R&D of new energy storage application technologies, such as large-scale energy storage in cascade hydropower stations and related energy storage safety technologies, will be accelerated.
