China Approves the First Batch of Generative Artificial Intelligence Services for Public Rollout

On August 31st, the first batch of generative artificial intelligence services that have been filed under the “Interim Measures for the Management of Generative Artificial Intelligence Services” were announced by Chinese government. Baidu, ByteDance, Zidong Taichu under Chinese Academy of Sciences, Baichuan Intelligent Technology, and Zhipu Huazhang are among the eight enterprises/institutions listed in the first batch. They can officially go live and provide services to the public.

The first batch of generative artificial intelligence services approved for filing includes 8 companies, and the specific corporate institutions are as follows:

Five Beijing corporate institutions: Baidu (ERNIE Bot), ByteDance (Yunque Large Model), Zhipu AI (GLM Large Model), Chinese Academy of Sciences (Zidong Taichu Large Model), Baichuan Intelligence (Baichuan Large Model).

Three Shanghai-based corporate institutions: SenseTime (RiRiXin large-scale model), MiniMax (ABAB large-scale model), and Shanghai Artificial Intelligence Laboratory (ShuSheng general-purpose model).

Ali Tongyi Qianwen, 360 Zhinao, Xunfei Xinghuo, and others are not included in the first batch of the approved list.

Baidu announced today that its AI flagship product ERNIE Bot is the first to be fully open to the entire society. Users can download the ERNIE Bot App from the application store or visit the official website of ERNIE Bot to experience it. A batch of newly reconstructed native AI applications will also be opened, allowing users to fully experience the four core capabilities of understanding, generating, logic, and memory in generative AI.

Baichuan Intelligence announces that it has been registered through the “Interim Measures for the Management of Generative Artificial Intelligence Services”. Starting today, it is open to the whole society. Users can log in to www.baichuan-ai.com and experience the brand-new capabilities of Baichuan’s large-scale models in knowledge Q&A, text creation, and other fields.

On July 10th of this year, the “Interim Measures for the Management of Generative Artificial Intelligence Services” was released. It was jointly reviewed and approved by seven departments including the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, etc. The measures will be implemented starting from August 15th, 2023. The measures encourage innovative applications of generative artificial intelligence technology in various industries and fields to generate high-quality content that is positive, healthy, and uplifting. They also aim to explore and optimize application scenarios while building an application ecosystem.

According to Chinese laws and administrative regulations, providers of generative artificial intelligence services should obtain relevant administrative permits. Providers should obtain permits in accordance with the law if they offer generative artificial intelligence services involving foreign investment, complying with relevant laws and administrative regulations on foreign investment.
