Cyberspace Administration of China to Standardize Internet User Account Names
On October 26th, the Cyberspace Administration of China solicited opinions on the “Internet User Account Name Information Management Regulations (Draft for Comment)”.
The Draft for Comments regulates that when registering an account, users should sign an agreement with the Internet user account service platform, provide a real identity, and abide by the platform content production and account management rules, platform conventions and service agreements.
When a minor registers an account, the minor should obtain the consent of his guardian and provide his/her ID number for verification of their identity.
The Draft for Comment also requires account users to obesrve several principles when registering and using account names.
First, an individual’s account name should reflect his/her personal characteristics. Second, the name should not imitate or resemble the names and logos of organizations such as party, government and military organs, news media, enterprises and institutions, or the geographical names of national administrative regions in an effort to avoid misleading the public. Finally, account names of institutions should be consistent with the name and logo of the institution itself, and match the nature, business scope and industry type of the institution.

According to the Draft for Comment, platforms should take the necessary measures to ensure the security of personal information and account name information collected and stored by it. Further, service providers need to prevent unauthorized access and information leakage, tampering and loss of account information.
