The Ministry of Industry and Information Technology Rectifies Download Speed Limit of Netdisk Platform

The official website of the Ministry of Industry and Information Technology (MIIT) issued a notice on Monday to standardize Internet services such as Internet advertisements, netdisk services and personal privacy information.

In the notice, it is clearly stipulated that netdisk enterprises should clearly indicate storage space, transmission rate, functionality and tariff level, among other specifications. Under the same network conditions, the minimum upload and download rates provided free to users should ensure basic download needs.

In response to this regulation, netizens assumed that the MIIT was refering to Baidu‘s Netdisk. For a long time, the speed limit of Baidu‘s Netdisk platform for ordinary users has always been the focus of complaints from end users..

China Mobile Lab has done special tests before. Under the 5G network, the uploading and downloading speed of netdisk applications has been significantly improved except for Baidu Netdisk. The report directly pointed out that Baidu Netdisk needs to increase its server speed limit to enhance user experience.

In addition, the notice issued by MIIT made some specifications for Internet advertising. Internet companies should set obvious closing buttons on their apps’ splash ads. The size, position and color of the buttons should be easy to identify, so that users can “find and close the ads easily.”

Another regulation closely related to users is the access to private information. The notice stipulates that Internet companies should provide users with a summary of the privacy policy needed by their apps in a concise, clear and easy-to-understand way. If the app needs to have access to sensitive information, such as permission to access a user’s photo album, address book or location, then the user should also be informed of the purpose of the request in an appropriate way in order to fully protect the user’s private information.
